How targets are ranked

Each agency gets up to 100 points from four signals you can see in every brief. The point weights reflect what usually decides a first federal sale.

  • Market size, 40 points: FY2025 contract spend in your category, on a log scale.
  • Your access, 30 points: ready to sell 30, partial or needs a sponsor 16, authorization gap 3. Neutral 15 until you set your FedRAMP status.
  • Momentum, 20 points: change in that spend versus FY2024, from −20% (0 points) to +40% (20 points).
  • Timing, 10 points: share of the agency's IT spend that lands July through September.

Opportunity points rank buyers for you. They are not the Federal Readiness Score, which measures your company and is calculated in the app.

Each dot is an agency, placed by its FY2025 contract spend in your category (up) and its change from FY2024 (right). Tap a dot for the full brief. Federal IT coding is incomplete, so treat the dollars as relative scale.

Spend data: USASpending.gov contract obligations for fiscal years 2024 and 2025, filtered to IT product and service codes (PSC D-series and 7-series), pulled September 18, 2026. FY2025 is complete, including DoD's 90-day reporting lag. GSA's IT Vendor Management Office notes that contract coding understates true IT spending, and classified awards (FAR 4.606(c)), weapons-program IT, and national lab operating contracts carry other codes. Use the figures to compare agencies, and verify dollars before quoting them.

Authorization requirements are typical for SaaS holding agency data; the real requirement depends on the data your product touches and the authorizing official. Roles are listed by title; confirm current officeholders before outreach.
