GovExpress was built by a founder with prior domain experience at Bloomberg Government and GovWin IQ — years spent watching technology companies guess their way into the federal market with someone else's incentives shaping the advice.

The thesis is simple: readiness should be a score, the score should be computed from the government's own public data, and the party computing it should have nothing to sell you on the other side of the number. We don't write proposals, run clouds, or sell compliance services — so the score never has a thumb on the scale.

The ambition is the FICO of GovCon: an open methodology anyone can read, and a reference implementation anyone can check their own company against.
