The deal, in plain terms.

These terms govern govexpress.ai and app.govexpress.ai. Using either means you accept them. They are written to be read, not to be survived.

02 — WHAT THE SERVICE IS

GovExpress computes a Federal Readiness Score — a 100-point diagnostic of how ready a company is to sell to the U.S. federal government — from public federal data, and explains it in a report. Vendor search is free and stays free. The subscription that carries the report, the watchlists, and the export is the commercial product.

GovExpress is a diagnostic, and nothing more. We are not an assessor, an auditor, a Certified Third-Party Assessment Organization, or a certification body. We do not write proposals, run capture, bid on your behalf, or sell compliance remediation — that separation is the point of the product. Nothing we produce certifies anything, and no output of this service may be represented as a certification, an accreditation, or a government endorsement.

To buy anything you must be at least 18 and acting for a business. If you are agreeing on behalf of a company, you are stating that you have authority to bind it.

03 — ACCEPTABLE USE

You may read the site, search vendors, and use your reports inside your business. You may not:

  • Present a GovExpress score as a certification, an accreditation, or a government endorsement — of yourself or anyone else.
  • Use the service to harass, defame, or misrepresent another company.
  • Submit intake data you do not have the right to submit, or anyone else's confidential information.
  • Submit controlled unclassified information, classified information, export-controlled technical data, or personal information about consumers. The service is not built to hold any of it.
  • Probe, scan, or attack the service outside the terms of our vulnerability disclosure policy.

Programmatic access

Except through an interface GovExpress publishes for that purpose, you may not access the Service programmatically. You may not use scripts, bots, crawlers, headless browsers, browser extensions, or any automated process to access, copy, or index the Service or its data.

Reverse engineering

You may not reverse engineer or attempt to reverse engineer any part of the Service. Reverse engineering includes attempting to determine, infer, replicate, or reconstruct the Federal Readiness Score methodology — its indicators, weights, thresholds, normalization, or evaluation logic — whether by inspection, by systematic querying, by differential comparison of outputs across inputs, or by training a model on Service outputs.

Derived works and competing use

You may not resell, sublicense, or redistribute Service data or outputs, use them to build or improve a competing product, or use them as training data for any model.

"Programmatic access" means the signed-in application and the data behind it. Ordinary browsing is not programmatic access, and the search and answer-engine crawlers our robots.txt invites are invited deliberately — this public marketing site carries no customer data and we want the methodology indexed. That permission is exactly what it says and no wider.

Break these and we may suspend or close your account. Where the breach is fixable and not harmful, we will tell you before we act. The full list, including the restrictions above, is on the acceptable use policy.

04 — WHAT PRICING COMMITS US TO

Every price is published on the pricing page, and the published price is the price. Scaling the plan lineup is gated on 50 Team subscriptions. That is a term of this contract, not a promotion.

We give at least 30 days' notice on the pricing page before a price change takes effect, and a change never reaches inside a term you have already been billed for. Nothing is ever invoiced retroactively.

Free vendor search sits outside all of this. It is free now, it needs no card and no account, and it stays free.

Prices are in U.S. dollars and exclude taxes, which we add where we are required to collect them. Card processing is handled by our payment processor; we never store your full card number.

There is no free trial. If we introduce one we will describe it here before it is offered anywhere.

Team access is arranged by email today rather than by self-serve checkout. Write to hello@govexpress.ai and we will set it up.

If a charge fails we will retry and email you; if it keeps failing we may suspend Team access until the balance clears.

Enterprise is not self-serve. Its fee, term, seat count, and notice periods live in the order form we sign with you, and that order form governs wherever it differs from this section.

We may change prices with 30 days' notice on the pricing page. A change takes effect at your next renewal and never inside a term you have already been billed for.

06 — SUBSCRIPTIONS AND RENEWAL

A paid subscription renews automatically at the then-current price until you cancel — monthly on the monthly plan, annually on the annual one.

Before we take your card. The price, the billing frequency, the fact that the subscription renews automatically, and how to cancel are all disclosed before payment details are collected. Not in a footnote after, and not only in this document.

Cancelling is where signing up was. You cancel any time from the billing portal in your account. No phone call, no email request, no "are you sure" sequence built to wear you down, and no retention offer standing between you and the button.

Cancellation is not a cut-off. It takes effect at the end of the current period. Your access continues until then. The current period is not refunded — see the next section.

What we do not do. We do not currently send a reminder email before a renewal charge, and we do not send a confirmation email restating these terms when a subscription starts. Earlier versions of this section said we did. Your renewal date and your full billing history are in the billing portal at any time, and we would rather point you there than describe an email that does not arrive.

07 — REFUNDS

Fees are non-refundable except where required by law. GovExpress does not refund or rebate unused portions of a subscription period, or downgrades taken mid-period. A paid subscription renews automatically at the then-current price until you cancel it, and you can cancel at any time from the billing portal in your account; cancellation stops the next renewal and leaves access in place for the period you have already paid for.

That is the whole policy, and no other page on this site makes a refund promise — a build gate fails the release if one appears. We would rather publish the position every comparable product actually holds than advertise a guarantee and litigate its edges.

Nothing is charged on Free, so there is nothing to refund there. Enterprise follows the order form we signed. If you think the law requires a refund in your case, write to hello@govexpress.ai and say why; we will not make you argue for something you are owed.

If a report is wrong, incomplete, or not what the page described, tell us and we will correct it. That is a correction obligation, not a money question, and it has no time limit.

08 — CONFIDENTIALITY AND CUSTOMER DATA

Customer Data means the intake submissions you complete, documents you upload, saved searches and watchlists you create, prompts you submit to Ask GovX, and the reports produced from any of them.

We treat Customer Data as confidential. We use it to run the service for you and for nothing else, and we disclose it only to the service providers named on the service provider page and only so they can do their part. We have not yet executed a data processing agreement with any of them; that page states the position and the standard such an agreement will have to meet.

GovExpress does not use Customer Data to train, fine-tune, evaluate, or benchmark any machine-learning model, its own or a third party's. This applies in aggregate and in de-identified form. GovExpress does not sell Customer Data and does not share it for cross-context behavioral advertising. There is no opt-out to configure and no plan tier under which this changes.

The same words are a term of the privacy policy, deliberately: a commitment that lives in one document and not the other is a commitment with a seam in it. A build gate checks that both pages carry this paragraph, character for character.

09 — WHO OWNS WHAT

You own your intake

Everything you submit about your company stays yours. You grant us a limited licence to process it for one purpose — producing the report you ordered — and that licence ends when the data is deleted. What we will never do with it is the section above, stated once so there is only one version of it to read.

You own your report

The report we deliver is licensed to you and your company for internal business use, in perpetuity. Show it to your board, your investors, your capture partner, your prime. You may not resell it or publish it as a product.

We own the model

The Federal Readiness Score, the scoring model behind it, the methodology, the software, the site, and every trademark and design element stay ours. Reading the published methodology does not license you to reimplement it.

Nobody owns the public record

The federal data underneath the score — SAM.gov, USASpending, FPDS, the FedRAMP Marketplace — is public and belongs to no one. We claim no rights over it, only over what we build on top of it.

If you send us feedback, we may act on it freely and without obligation to you. That is the only thing you give us for nothing.

10 — ACCURACY — WHAT A SCORE IS NOT

The Federal Readiness Score is GovExpress's analytical opinion, produced by applying a published methodology to public federal data. It is a statement of opinion rather than a statement of fact, and reasonable analysts applying the same data could reach different conclusions. It is not a credit score, not a consumer report, and not a rating of financial condition or creditworthiness. Scores describe business entities. They are never produced to evaluate any individual's eligibility for credit, employment, insurance, or housing, and may not be used for any of those purposes.

Scores are informational. They are derived from public federal data, and that data is late, incomplete, and occasionally wrong.

Federal obligation figures reflect FPDS reporting, which carries a standard lag of roughly 90 days — a new award can take a quarter to appear in any public source, including this one. Sub-award data is reported only above the $30,000 FFATA threshold. Classified awards are exempt from public reporting under FAR 4.606(c) and are absent from every figure we show. Entity resolution across government registries is imperfect, and a company may appear under more than one registration.

So: a score is a diagnostic snapshot of publicly observable posture on the date it was computed. It is not a prediction that you will win anything, not a statement about your creditworthiness, not a representation about any company's compliance status, and not advice — legal, financial, or otherwise. Do not use it as the sole basis for a teaming, investment, procurement, or hiring decision, and verify anything that matters against the source of record.

The service and everything in it is provided "as is" and "as available". To the fullest extent the law allows, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, non-infringement, and any warranty of accuracy, completeness, or uninterrupted availability. Some jurisdictions do not allow these exclusions, in which case they apply to you only as far as the law permits.

You are responsible for verifying anything that matters before you act on it, and we are not liable for a decision taken in reliance on a score or a figure without that verification.

If you believe data behind a score is wrong, write to hello@govexpress.ai. Where the public source has been corrected, or where we confirm an error in how we ingested it, we update the affected data. We cannot correct the government source itself.

11 — LIMITATION OF LIABILITY

To the fullest extent the law allows, neither party is liable to the other for indirect, incidental, special, consequential, or punitive damages, or for lost profits, lost business, lost contracts, or lost data, even if the possibility was known.

The exclusion of damages above and the cap below operate independently. If one is held unenforceable, the other still stands.

Our total liability arising out of or relating to these terms or the service is capped at the greater of one hundred U.S. dollars or the total amount you were charged for the service in the twelve months before the event giving rise to the claim.

None of this limits liability that cannot be limited by law — fraud, fraudulent misrepresentation, death or personal injury caused by negligence, or gross negligence or wilful misconduct. Where a jurisdiction does not allow the exclusions above, they apply only as far as it permits.

You will indemnify us against third-party claims arising from your breach of the acceptable-use section, from data you submitted that you had no right to submit, or from your presentation of a score as a certification or endorsement.

12 — TERMINATION

You may stop using the service at any time and ask us to close your account and delete your data — see the privacy policy for how that works and how fast.

We may suspend or terminate an account for a material breach of these terms, for non-payment after notice, or where we must in order to comply with the law. Except where the breach is causing active harm, we give notice and a chance to fix it first. We do not cut off access inside a period you have already paid for except for one of those reasons.

On termination, your licence to use the service ends. Reports already delivered stay licensed to you. The sections on intellectual property, accuracy, limitation of liability, indemnity, and governing law survive.

We may also discontinue the service entirely. If we do, we give at least 30 days' notice, keep your access running to the end of the period you have paid for, and give you a window to export your data.

13 — THE LEGAL FINE PRINT

The provider of the service is GovExpress LLC, a Virginia limited liability company. Reach us at hello@govexpress.ai. These terms are governed by the law of the Commonwealth of Virginia, without regard to conflict-of-laws rules, and the state and federal courts located in Prince William County, Virginia have exclusive jurisdiction. Nothing here strips you of a mandatory consumer protection in your own country.

Each party waives any right to a jury trial and to bring or participate in a class, collective, or representative action. Claims are brought individually. If the class-action waiver is held unenforceable as to a claim, that claim proceeds in court rather than as a class arbitration, and the rest of this section survives. Any claim must be brought within one year after it arises, except where a longer period cannot be waived by law.

These terms, plus the privacy policy and the pricing page, are the whole agreement between us. You have not relied on any statement outside them. If a clause is held unenforceable, the rest stands. Not enforcing something once does not waive it. You may not assign these terms without our consent; we may assign them to a successor of the business.

We may amend these terms prospectively. Amendments are posted here with a new date, and material changes are notified by email to active customers at least 30 days before they take effect. No amendment applies retroactively, no amendment reaches inside a billing term you have already been charged for, and no amendment changes how a dispute is resolved once that dispute has arisen or once we have notice of it. If you do not accept an amendment, cancel before its effective date.

GovExpress LLC is independently owned and operated. It is not affiliated with, endorsed by, or sponsored by any employer of its personnel or any government agency. It is built entirely from public and lawfully obtained data, uses no confidential or non-public information belonging to any employer, client, or third party, and has no access to non-public procurement, source selection, or procurement-sensitive information. References to agencies, programs, contract vehicles, or third-party companies are for identification only and imply no endorsement or affiliation.

The service is subject to U.S. export control laws and to sanctions administered by the Office of Foreign Assets Control. You may not use it if you are located in, organized under the laws of, or ordinarily resident in a comprehensively sanctioned jurisdiction; if you appear on any U.S. restricted-party list, including the Specially Designated Nationals list, the BIS Entity List, or the Denied Persons List; or if you are owned, controlled by, or acting for anyone who is. We screen subscribers and may suspend access without liability where a sanctions or export concern appears. The service carries no classified or ITAR-controlled technical data and may not be used to transmit any.

Where the customer is a U.S. federal agency or is buying for one, the service is commercial computer software under FAR 12.212 and DFARS 227.7202, and the Government acquires only the rights customarily provided to the public under these terms. Consistent with FAR 52.232-39 and FAR 52.212-4(u), any provision requiring the Government to indemnify anyone, or to obligate funds in a way that would violate 31 U.S.C. 1341, is unenforceable against the Government and is deemed stricken, and the Government accepts no such provision by clicking or by use. Automatic renewal does not bind the Government beyond the period for which funds are obligated. Disputes with the Government follow the Contract Disputes Act and applicable federal law. The federal contract or task order governs first, then this paragraph, then the rest of these terms.
